RMKS/1. Commander Naval Air Force Reserve (CNAFR) is working in 
conjunction with Commander Navy Reserve Forces Command to manage
SELRES Enlisted aviation rates to improve readiness and increase 
lethality.
2. This effort seeks to optimize Enlisted Billet "Fit" and "Fill"
across Navy Reserve Aviation for DEMOT (AD/AE/AM/AMEAO/AT) ratings.
For FY20 Cycle 2 (1 Jan-31 Mar 2020), DEMOT rated Sailors are 
encouraged to apply in CMS-ID as normal to account for sailor
preference. Best "Fit" Sailors (qualifications/locality) will
be assigned first. CNAFR will then assign remaining available 
Sailors to vacant billets in accordance with the needs of the Navy. 
Alhough most orders will be effective 1 APR 2020, some orders may 
be delayed as late as 1 Jul 2020 to support this initiative.
